This can be done in the Users & Accounts control panel.

Underline Keyboard Shortcuts

They seem to have hidden this option once again. It can now be accessed via the Ease of Access Center as described here.

Enable / Disable Aero

1. Right click the desktop, click Personalize
2. Click Window Color and Appearance
3. Select Windows Aero and click OK
